All the suggestions so far are good, the directory, status, removing inactive profiles, although not too soon.  One thing I do miss and haven't seen anywhere, is an active group/discussion list on my profile page. It isn't easy to keep track of discussions and groups one is active in, and not easy to find them when we do remember about them. So an option to include active groups or discussions in a small box would be helpful and encourage more contribution - I think so anyway.

I think anything which promotes interaction and conversation builds on the network and its strengths - the sharing, helping, partnering etc, which all is part of networking.
